Born at the Naval Hospital in Manhattan and raised in Brooklyn’s Bedford-Stuyvesant neighborhood, Marvin grew up in a working family shaped by discipline and public service. His father worked in management at the Metropolitan Transportation Authority, helping keep New York moving every day and teaching Marvin that government earns trust only when it works for the people.
Marvin served nearly 30 years in the United States military both in the reserves and active duty, holding senior leadership roles responsible for national security missions, crisis response, and large-scale operations. He led teams in high-pressure environments where clear judgment, accountability, and respect for the chain of command were essential.
He helped coordinate national and international disaster response and humanitarian missions, working with federal, state, and local partners to protect lives and restore communities. These experiences taught Marvin how to lead when systems are stressed and decisions matter.
Throughout his career, Marvin was entrusted with oversight of large federal budgets, ensuring taxpayer dollars were spent responsibly and effectively. He understands fiscal discipline because he practiced it.
As a young man, Marvin also became a caregiver for his mother during serious illness. That experience revealed how deeply broken systems fail families when leadership lacks urgency and accountability. It reinforced his belief that the government exists to serve people, not itself.
